The dangers associated with buoys off station and unmarked hazards are being addressed on John H. Kerr Reservoir. With an average of about 800,000 boating visits per year for the last 4 years, 800 miles of shoreline, and 49,000 acres of water, a program to monitor buoy positioning and report unmarked water hazards has become necessary. Therefore, the Kerr-Buggs Island Safety Council has initiated a "Buoywatch" program.

The purpose of the "Buoywatch" program is to assist the Corps' Marine Maintenance staff with safety hazards associated with buoy placement. Volunteers are used to monitor buoy positioning and report unmarked water hazards throughout the reservoir. The reservoir has been split into 10 sections. A local resident patrols within each section and reports findings once a month. Hazardous conditions are reported immediately. Specifically, volunteers are looking for damaged buoys, dead batteries on buoys with lights, buoy placement, and new unmarked hazards needing attention. Volunteers, then, report their findings to the Corps volunteer coordinator, who reports to the Marine Maintenance staff. The Marine Maintenance staff, then, acts on the report.

This program gives the Marine Maintenance staff relief in their work load and promotes citizen involvement, while maintaining a safe reservoir.

We are looking at having a once a month meeting of the volunteers for this program. Requests have been made to have this at night. We are thinking about alternating the location between NC and VA.  Send your comments on this to: Volmeeting.
